Epidemiological Crossroads: Learning from Ebola and COVID-19 to Build a More Human-Centered Defense Against Future Pandemics

Abstract

The 21^st century has been defined by two pandemics with divergent pathological and epidemiological profiles: Ebola Virus Disease (EVD) and COVID-19. This comparative analysis synthesizes evidence from recent peer-reviewed literature to dissect the distinct epidemiological strategies employed against these threats. The analysis demonstrates that while tactical interventions from contact tracing to non-pharmaceutical interventions (NPIs), must be precisely calibrated to a pathogen's transmission dynamics, strategic success is universally dependent on foundational pillars: community trust, global equity, and adaptive governance. Synthesizing these lessons, this research proposes a Proactive Pandemic Resilience Framework (PPRF), a paradigm shift from reactive, pathogen-specific planning towards a proactive, system-based model of readiness centered on pre-emptive trust-building and stress-tested health infrastructures.
